Support delegations, agencies, and civil society organizations dealing with trade, investment, technology, and development related matters in New York. Liaise between UNCTAD, Geneva, and the delegations dealing with the WTO trade negotiations in ECOSOC and the Second Committee of the General Assembly. Represent UNCTAD before UN intergovernmental bodies and UN HQ and inter-agency committees as well as outreach for UNCTAD to North American CSO's, business community, and the academy; NY co-ordination with the UN budget process for UNCTAD's overall budget.

Feb 2000 - Sept 2003 Programme Officer, Financing for Development (FfD) Office, DESA. Provided analytic and background assessments to Government delegations and the secretariat in the preparation of and follow-up to the International Conference on Financing for Development, Monterrey, Mexico; provided web access to the FfD process to government officials in capitals and civil society; managed extra-budgetary $2.3 million trust fund.
  
May 1998 - Feb 2000 Programme Officer, Office of the Director, Development Policy Analysis Division, United Nations Department of Economic and Social Affairs (DESA). Provided administrative support for the management of the UN's division on macro-economic research.
  
Mar 1997 - Apr 1998 Senior External Relations Officer, Executive Direction and Management, UNCTAD, Geneva. Designed outreach strategy for UNCTAD for the North American region; developed an on-line inventory of activities for key organizational constituents.
  
Feb 1994 - Feb 1997 Co-founder, Benchmark Environmental Consulting (BEC), Portland, Maine. Built a client base working on global policy matters and environmental management strategies; managed the delivery of products and services on schedule and within budgeted estimates; provided intellectual leadership and direction according to the client objectives; and assisted in the day-to-day management of a team of twelve researchers.
  
Feb 1994 - March 1995 Senior Advisor to the first Executive Director, North America Commission on Environmental Cooperation (CEC), Montreal, Canada. Convened high-level brainstorming meetings on the long-term directions for the CEC. Designed the initial $9 million work plan. Provided policy advice on a range of institutional and trans-boundary environmental issues.
  
Sept 1995 - Feb 1996 Senior Consultant, International Conference on Plant Genetic Resources for Food and Agriculture (FAO), Leipzig, Germany. Prepared the draft work program for the conference. Developed the structure of the proposed $250 million budget. Assisted in strategic planning for the conference.
  
Feb 1993 - Feb 1994 Consultant to the Provost of the University of Southern Maine, Portland, Maine. Design environmental research plan for a new university center on a 60 acre organic farm on the Maine coast; supervised the transformation of a 22 room Maine cottage into a university conference facility; advised on the design of a new undergraduate degree in environmental management
  
1989 - Jan 1993 Chief, Environment Unit, UN Centre on Transnational Corporations (UNCTC). Developed policy-oriented recommendations for governments and transnational corporations (TNC's) covering all aspects of environmental, health and safety, investment, and trade issues. Supervised advisory projects with environmental and investment components. Managed working budget over the four-year period of over $2.2 million, of which $1 million was raised from three governments and the Rockefeller Foundation. Co-ordinated international research projects with six intergovernmental agencies involving research teams in 10 countries.

 

CONTRIBUTIONS TO LONG TERM STRATEGIC & ANALYTIC THINKING
2007 - to date Designed and participated in the program on Global Policy Coherence to improve the compatibility of existing trade and financial regimes with the new post-2012 climate change agreement. Several events have been organized, as a an official side event the UNFCCC SB30, Bonn, Germany, June 2009; at the Brookings Institute in Washington DC, and at the World Bank in Washington DC
  
2006 Developed proposal for parliamentarian and ministries of justice to authorize access to national jurisdications to block the illict export of natural resources,
  
2004 - 2008 Developed and implemented proposal to evaluate the potential role of a business rule of law platform in zones of conflict - UNCTAD, Division on Investment Technology and Enterprise and the United Nations University (Tokyo) under a grant from Rockefeller Brothers Fund (US) and Institute for Research and Development (Canada)
  
2004 - 2006 Reassessing the role of economic and social development as they relate to collective security matters and conflict prevention - UNCTAD / NYO, DESA and the High Level Panel on Threats, Challenges, and Change .
  
2003 - 2006 Providing strategic and policy advice on global economic and development matters to the chairs of the Group of 77 in New York, (Morocco, Qatar, and Jamaica) - UNCTAD, NYO.
  
2003 Developed a software system for the transformation of email messages into postal letters which is adaptable to fax, voice, and internal message systems - patent pending.
  
2002 Coordinated three days of high level quadripartite roundtables on global economic and development issues involving senior representatives from governments, the business sector, civil society, and intergovernmental organizations - International Conference on Financing for Development.
  
1999 Designed and implemented initial survey of issues on development financing that was a significant factor in setting the agenda of financing for development process, Development Policy Analysis Division, DESA and the ad hoc working group of the General Assembly on financing for development.
  
1995 - 1998 Prepared first critical assessments of the ISO 14001 standard from the perspective of sustainable development, documenting its relationship with the WTO trade regime: lack of effective participation from civil society and developing countries; and weakening of the trends of corporate leadership in environmental management systems. Published by European Environmental Bureau (1996), UNCTAD (1997), Earthscan (UK, 1998).
  
1996 Assessed environmental and economic consequences of the then likely OECD MAI (Multilateral Agreement on Investment) - for the Director, Environment Directorate, OECD; the Earth Council; Worldwide Fund for Nature (WWF); and the Preamble Foundation (Washington).
  
1996 Drafted a 25 page questionnaire on environmental and social practices that was both sensitive to the operating management concerns of the individual firms and capable of both quantitative and qualitative assessment - for the International Finance Corporation (IFC), Environment and Social Department.
  
1996 Briefed ministers and senior officials of the Bolivian Government on issues around economics, environment, and the expansion of the NAFTA in preparation for their hosting a heads of state meeting in the Americas - as a consultant to WWF.
  
1994-1995 Co-managed first statistical study of the international NGO community on their perceptions of international governance at the UN and on internal democracy within the international NGO community - Royal Ministry of Foreign Affairs, Norway, contract with BEC.
  
1995 Developed a consensual statement from international environmental NGOs on cutting issues for the period 1995-2000 that was presented to the OCED Environmental Ministerial Meeting - European Environmental Bureau, Brussels, contract with BEC. The statement led to the establishment of a standing invitation for NGO consultation with the OECD Environment Committee.
  
1991 Lead author, Criteria for Sustainable Development Management as a contribution to the preparation for the UNCED; portions of the text were used in drafting the International Chamber of Commerce's Guidelines of Environmental Management - Environment Unit, UNCTC at the request of ECOSOC.
  
1990 - 1991 Research director, first comparative international study of transnational corporate environmental management, "Benchmark Survey of Corporate Environmental Management" - United Nations (1992) Environment Unit, UNCTC.
  
1989-1990 Contributed to first international work on cross-border industrial accident prevention, chemical risk management, trade in hazardous products Environment Unit - UNCTC and OECD Environment Directorate, on secondment to the OECD
  
1989-1991 1989-1992 Participated in the Rio Conference on Environment and Development as well as its four preparatory conferences raising issues related to TNC's and environmental protection - Environment Unit, UNCTC.
  
1989-1993 1987- 1992 Provided leadership in establishing the UN Consolidated List (of chemical and pharmaceutical) Products whose Sale has been Banned, Severely Restricted or Not Approved by Governments including set the methodology for collection of commercial market data. This report is now in its 9th issue - UNCTC, Environment Unit and UN Department for International Economic and Social Affairs.
  
1978 - 82 Designed the structure for the first global database on TNC's and their affiliates - Information Division, UNCTC.
